中國－東盟《貨物貿易協定》全面實施 ， 7000 种商品將全面降稅

按照中國与東盟 10國 2004 年簽署的《貨物貿易協議》，雙方將對方的原產地產品相互給予關稅优惠待遇， 7000 种商品將正式全面降稅， 雙方的原產產品憑指定政府機構簽發 FORME 格式證書可享受關稅優惠待遇 。 中華人民共和國海關總署 2005 年第 34 號公告規定 ，我國與東盟國家簽署的《中國－東盟全面經濟合作框架協定貨物貿易協定》自 2005 年 7 月 20 日起正式實施，我國將對汶萊、印度尼西亞、馬來西亞、緬甸、新加坡、泰國等 6 個國家的商品實施中國－東盟自由貿易區協定稅率，享受關稅減免優惠。海關總署要求，按照優惠貿易協定項下原產地規則中的直接運輸標準的規定，經第三方轉運的進口貨物，進口申報時須向海關提交在轉運地未再進行加工的證明文件，才能享受有關優惠。由於香港的特殊地理位置，中國內地的進出口貨物很大一部分要經香港轉運。因此，中華人民共和國海關總署授權中國檢驗有限公司（簡稱中檢公司）對上述商品的原產地證書加簽“未再加工證明”。為了讓廣大商戶充分利用好關稅優惠所帶來的商機，申請人在申請“未再加工證明”時應注意以下事項：

•  申請人必須確保貨物在香港逗留期間未作任何加工、拆箱、檢 驗、重包裝及替換其他產品，方合申請要求。申請人請在貨物到達香港兩天之前向中檢公司簽證服務部辦理申請手續，並提供申請單、提單、原產地證書等文件，中檢公司將對貨物進行隨機抽查。（申請人請先致電到香港辦事處｛ TEL:2503 1988 ｝與本部門有關職員聯絡，以便安排抽查檢驗。具體申請要求可見申請優惠原產地證書項下商品“ 未再加工證明 ”須知 ，此次降稅商品清單可查閱海關總署网站。

According to official document No.34(2005) issued by Customs General Administration People's Republic of China concerning the agreement between China and ASEAN, starting from Jul. 20, 2005, almost 7,000 kinds of products imported from Brunei, Indonesia, Malaysia, Myanmar, Singapore and Thailand to mainland can enjoy referential custom tariff treatment with FORM E Certificate of Origin. And also according to official document No. 78(2003), products under the preferential treatment when transshipped via Hong Kong and transformed the conveyance in Hong Kong , the FORM E Certificate of Origin should be countersigned by China Inspection Co., Ltd. on box 4 with “certification of non-manipulation” stamp for preferential custom tariff treatment.

To meet the requirement of Customs General Administration People's Republic of China and well grasp the business chances brought by the preferential custom tariff treatment, applicant should follow the procedures as below:

•  The applicant must guarantee that during stay in Hong Kong, the goods are not processed, unpacked, inspected, repacked or replaced with others and should at least 2 working days before the goods arriving in Hong Kong apply for the certification of non-manipulation to Certification Service Department of China Inspection Co., Ltd.
