申請優惠原產地證書項下商品 “未再加工證明”須知

一、根據中華人民共和國海關總署 2003 年第 78 號公告， 2004 年第 13 號公告，總署令第 151 號，《中國–東盟全面經濟合作框架協議》、《中國向老撾、柬埔寨、緬甸提供特殊優惠關稅待遇的換文》、《中國與巴基斯坦優惠貿易安排》、《內地與澳門關於建立更緊密經貿關係的安排》、《曼谷協定》和《中國－智利自由貿易協定》已正式實施。按照優惠貿易協定項下原產地規則中的直接運輸標準的規定，經第三方轉運的進口貨物，進口申報時須向海關提交在轉運地未再進行加工的證明文件，才能享受有關優惠。由於香港的特殊地理位置，中國內地 ( 特別是廣東地區 ) 的進出口貨物很大一部份要經香港轉運。因此，中華人民共和國海關總署授權中國檢驗有限公司 ( 以下簡稱中檢公司 ) 對上述優惠協定項下商品的原產地證書加簽“未再加工證明”。 具體規定如下： 凡經香港轉輸中國內地優惠原產地證項下的商品，必須同時具備下列條件，才能享受關稅優惠待遇。 • 原產地證書 • 貨物發票 • 聯運提單 • 未再加工證明 二、申請人必須確保貨物在香港逗留期間未作任何加工、拆箱、檢驗、重包裝及替換其他產品，方合申請要求。 申請人請在貨物到達香港兩天之前向中檢公司簽證服務部辦理申請手續，並提交下列文件： a ．據實填報之正本申請單； b ．優惠原產地證書正本及影印件各一份； c ．發票影印件； d ．聯運提單 / 空運單影印件； 三、中檢公司將對貨物進行隨機抽查。請申請人對中檢公司現場查貨提供必要的協助與配合。 ( 申請人請先致電到香港辦事處 {TEL: 2503 1988} 與本部門有關職員聯絡，以便安排抽查檢驗 ) 。 四、申請人在遞交申請時需繳付簽證費用，每份原產地證收費標準由港幣 500 元起（如用劃線支票繳付，請寫“中國檢驗有限公司”），如客戶因提供假單證導致拒簽，所繳費用將不予退還。 五、經審核查驗通過後，中檢公司將在客戶提供的優惠原產地證書正本上加蓋“未再加工證明”並簽字，客戶將憑此及其他文件向到貨港中國海關申請關稅優惠。 六、我司簽證後，客戶如對其貨物在香港中轉時進行任何變更、加工、處理而導致未能享受中國海關關稅優惠，責任自負。 七、東盟成員國：文萊、馬來西亞、印度尼西亞、菲律賓、新加坡、泰國、越南、老撾、柬埔寨、緬甸 曼谷協定成員國︰印度、韓國、斯裏蘭卡、孟加拉、老撾 中國向老、柬、緬優惠︰老撾、柬埔寨、緬甸 中國與巴基斯坦優惠︰巴基斯坦 內地與澳門更緊密經貿安排︰澳門 中國－智利自由貿易協定：智利 有關以上協議 經香港轉口內地未再加工證明產品的查詢 ，可瀏覽 本公司網址 ( www.cichk.com.hk ) 八、中檢公司簽證服務部地址： 香港辦事處：香港幹諾道中 168-200 號信德中心東翼 29 樓 電話： 2503 1988 傳真： 2512 0353 2512 0262 聯繫人 : 鍾小姐 (93116950) 、徐先生（ 90311186 ）、郭小姐 (28079343) 、陳先生、徐小姐 九龍辦事處：九龍尖沙咀東科學館道 9 號新東海商業中心 4 樓 401-406 室 電話： 2397 8111 傳真： 2392 0213 23920261 聯絡人 : 陳先生 文錦渡辦事處 : 上水文錦渡路 L7 車場內 電話： 2668 5383 傳真： 2670 0337 聯絡人 : 崔先生

Guidance of Application for Non-manipulation of Products under Related Preferential Certificate of Origin According to official document No.78 (2003) issued by Customs General Administration People's Republic of China concerning the agreement and arrangement between China and ASEAN, China and Laos, Cambodia and Myanmar, China and Pakistan and Mainland and Macao, document No.13 (2004) concerning Bangkok Agreement, and document NO.151, concerning China-Chili Free Trade Agreement, products under the preferential treatment imported from above mentioned region or countries when transshipped via Hong Kong and transformed the conveyance in Hong Kong, the related preferential certificate of origin should be countersigned by China Inspection Co., Ltd. on box 4 with “certification of non-manipulation” stamp for preferential custom tariff treatment. To meet the requirement of Customs General Administration People's Republic of China , applicant should follow the procedures as below: • The applicant must guarantee that during stay in Hong Kong , the goods are not processed, unpacked, inspected, repacked or replaced with others. • To apply for the certification of non-manipulation to Certification Service Department of China Inspection Co., Ltd. at least 2 working days before the goods arriving in Hong Kong. • To submit the following documents when applying:
• China Inspection Co., Ltd. will check the goods on random basis and decide whether the certification of non-manipulation should be issued on the basis of the check-up results. (For checking affairs, applicant should contact Hong Kong office in advance for arrangement and telephone number is: 852-2503 1988) • China Inspection Co., Ltd. will stamp and countersign on box 4 of original preferential certificate of origin with the following words as the certification of non-manipulation: “THIS IS TO CERTIFY THAT THE GOODS STATED IN THIS CERTIFICATE HAD NOT BEEN SUBJECTED TO ANY PROCESSING DURING THEIR STAY/TRANSSHIPMENT IN HONG KONG .” And after certification, applicant may apply for preferential custom tariff to China Customs. • At the time of application, the Applicant is requested to pay certification fee which is non-refundable whatever the case may be.
